MSP430FR2033: Some IC showing connection error when try to program by SPY_bi-Wire through Launch pad MSP430FR5529 ,

I am Using MSP430FR5529 to program by spy-by-wire to program the cards of MSP430FR2033, In production volume when i Try to program some ics shows error Target connection problem and programming is not getting done , When i change to the other card it gets program (note : this are new ICs ) aproximately out of 100 ,i get 5 ics which are not getting programmed. Please provide solution.
