I want to pull the pin to high from an external board, do i need a resistor between the pin and 3.3V or is there one built in the chip
In theory you don't need the resistor, but if you ever configure the pin as output-low you'll set up a very low-impedance current path into the pin, which could damage something. There are internal pullup/down resistors, but they don't really help this case.
Since I make mistakes all the time, I typically design in the resistor (sized according to the expected EMI environment).
