TPS65265: VIN and EN threshold voltage setting logic

In these days, i did some tests on the EVM board and have some confusion. here attached my test details.

The question is:

1.Why EN> 1.22V and VIN >8.6V ,mode connect to GND will comes with no output?

2.Changing the R23/24/25 to higher resistance will comes with output ,but increase the Vin do not have improvement.
