You need to make sure computer connected with USB2ANY first. You can try a software called USB2ANY EXPLORE.

Please try to updating the firmware just to 2.8.2.0 using the standalone SDK firmware updater binary in below link:

After installing the SDK, you can locate the firmware updater binary in C:\Program Files (x86)\TI USB2ANY SDK\bin\USB2ANY Firmware Loader.exe.

Once USB2ANY is on 2.8.2.0 firmware, it should be easier to update to the next revision.

You just need to a USB2ANY and connect it to your notebook. No EVM board is needed, only notebook and USB2ANY are needed. After updating to 2.8.2.0, you can use the GUI to update the new version.
