I need to know :
1. Shall TPS65987DDK be loaded from an external EEPROM that should be burned before ? Or does it have an internal default boot configuration which it is booted by it at first time ?
2. If TPS65987DDK shall be loaded first from an external EEPROM, than what is the tool shall be used for burning the device and from where can I get the burning file ?

There is an "internal default boot configuration" but it is very limited and not recommended for use. You should go with the first option, loading an image into an external EEPROM that the TPS65987DDK loads an image from.
2. If TPS65987DDK shall be loaded first from an external EEPROM, than what is the tool shall be used for burning the device and from where can I get the burning file ?
The TPS65987DDK uses a SPI EEPROM to store the image. The image(burning file) can be generated using the App Config GUI found on the product page.
There is no recommended tool to flash the device, any SPI EEPROM flashing device that is compatible with the EEPROM can be used. We typically use a TotalPhase Aardvark b/c that is what we have available, but any similar device could work.
