BQ24610: About Temperature Qualification of bq24610

Dear experts, please refer to my schematic and battery protect Thermistor SPEC. On my schematic, I turn off the safety timer function of bq24610. So, I set the TTC Pin to "HI" level. You can find on my schematic, the TTC pin is connected to VREF. Is this way will disable the battery temperature protect function of bq24610? Because on my experiment, when the cell's temperaturre is fallen  to  -4°C, the bq24610 still keeps on charging mode. It will not turn off the charging function when the cell is at  -4°C. On my schematic, the TS pin resistor are set to 78.7K ohm and 649K ohm(Follow the formula on bq24610 datasheet, page21). I wish the charging temperature range is from 0°C~45°C. Could you give me some comment about this issue? Thanks.

    According to the datasheet, tying TTC high should only disable the safety timer. Using the design spreadsheet in the product folder, I compute 78.4kohm and 655.9Kohm for the TS resistors. What is the TS pin voltage at -4C? At what cold temperature does the charger stop charging? Is it possible that the +/-1% tolerance of the TS pin voltage plus the slight resistance difference in available vs computed is causing a temperature shift?
