BQ28Z610-R1: High side N MOSFET state in under voltage

I'm not sure I understand your question but I will say the bq28z610 controls its own FET status based on the safety conditions of the battery. The IC itself has internal charge pumps to bias the FETs to be enabled.

ZVCHG Exit Threshold is 2200mV as default. If it's lower than the recommended VCC voltage (2.2V), unknown behavior at MOSFET is expected because BQ28Z610-R1 has not enough power, is that correct?
