Does TI plan to support Profinet@TSN for Devices w/o PRU_ICSSG?

We do not plan to have PROFINET CC-D, aka PROFINET@TSN support with CPSW3G.
The AM64x family consists of parts with 1-2 A53 cores (the fourth digit, 1 in AM6411), and 1-4 R5 cores (the third digit, 1 in AM6411). This is explained in datasheet https://www.ti.com/lit/gpn/am6411 table 5-1. Beyond this feature set the family further has variation in speed grade, and features such as ICSS based networking. This is documented in table 10-1 of the datasheet. Not all permutations of core counts and features are available. ICSS capability is the third letter after the digits, with D,E,F letters being able to run networking firmware in the ICSS including PROFINET@TSN once we release it. Further F is need to run also the protocol stack.
Specifically we do not currently plan to have a AM6411xxD, AM6411xxE, AM6411xxF parts, and we expect PROFINET@TSN to require AM6421 or a "higher" part number from the core count perspective.

Then that means that PROFINET@TSN is also not possible for parts like DRA821, DRA829, TDA4 ...

Yes. For a higher end use case I'd suggest using AM2432 running PROFINET@TSN and PCIe connection to the higher end part like DRA8 or TDA4 or a x86.
