Please verify for TMDSEMU560V2STM-U and provide guidance for proper operation.

Or help confirm if the reported 1 out of the 2 pcs is initial use defect.
     
      INV#78253857 P/N#595-TMDSEMU560V2STMU (Mouser PO# 029-7R890)

      PER CUSTOMRE 1 OF 2 PARTS HAS PROBLEM.
     
      After connecting to a PC, one of the two units was not recognized on the
      device manager screen. The OS of the PC is Windows 10. When USB is
      connected to the PC, the LEDs of USB and MODE light up green in about 30
      seconds for the normal product, and the PC side recognizes it. The
      defective product did not reach the above state even after waiting for
      several minutes, and from the time of power-on, USB lights up red and MODE
      continues to blink green.
