I see you use 2 X switches to configure each bootmode pin Example SW9 and SW3

This is likely to cause a condition where the bootmode inputs are open. 

This is not allowed.

Also please refer the below FAQ to connect the bootmode pins for alternat function when buffer is not used.

help me understand the power solution you are using.

In case you are using discrete power architecture, be sure to provide the required delay between the supply ramp and the release of MCU_PORz input.

This is for clock (oscillator) settling.
