TPS40195 with ceramic output caps

I always get phase and gain errors when attempting to use the TPS40195 with ceramic output caps.  My specifics are 12Vin, 1.8Vout at 2A, 300kHz switching  frequency using 10uH inductor and 47uF ceramic cap.  I have tried a few other combinations as well with the same result.
