This is for the whole device. We do not have a modern device that can drive 60 mA from the whole device. To get this drive I would split this into two separate SN74LVC1G132 .

unfortunately , i do not have any plots for HC132-Q1. I referred a similar device SN74LVC1G132 and found that the lower the temp the lower is the threshold values in general.
