LM3900: Need Application Note of my Configuration

Hi Team

I am debugging one of the board issue which has LM3900N. I could not understand the design configuration of below circuit. Could you please help to provide any application note for this?

    The op amp is configured as open loop without feedback, which it is using op amp as comparator in the application. In other words, the output will either go high or low, operated in saturation mode. In this case, Vout will be measured at 5Vdc or GND.

    The output results may be different if the circuit is operating in DC or Step/Transient events.

    The output of the top circuit is likely measured at GND, while the output of the bottom of the circuit will be measured at 5Vdc.
