INA199: IC damage due to nanosecond over-voltage condition

I have redesigned my schematic to check the high side of the switch but I'm still seeing the output stuck at 0.03V. I'm looking at the inputs of the voltage pins and the voltage is rippling above 26V for ~20ns when the switches open and close. I'm assuming that is damaging the IC's?

If the 24V bench top supply is rippling above 26V on that timescale, what are my options?
