I created the circuit below :
I can control between 16-20 ma normally.
On the DAC side, I can monitor that the voltage is between 0-4095.No problem. But I have never seen less than 16ma. And I can see VCOMPLIANCE more than +7.5 V.
Where am I doing wrong. ?Thank you.

As Kai has mentioned, the minimum output current of the XTR116 is the quiescent current consumption of the XTR116 and the consumption of the complete two-wire driver circuit.

I realized that digital ısolator was drawing too much current.I removed the isolator.After that It is work perfectly
