If a voltage is applied (~8V) at the non-inverting input without any voltage applied to supply terminal Vcc or invertng input, can the device be damaged or suffer any degradation?

Hello Walter,
As long as the current is limited, usually by any series resistance, then there should be no damage. The inputs can be taken up to +36V, even when Vcc=0V without damage.
