The plots in Figure 1 and Figure 2 are just graphing out the equations below Table 6.5 and in Section 10.1:
You can substitute VDD = 3.3 V directly into these equations to get the total power consumption for your configuration. Let me know if you have any other questions

In the last equation in the image file, how was the "10mW" or (Pdyn + Pcload) derived?
The third equation down says "Pdyn + Pcload = see and Figure 1"

It looks like there's a small typo in the datasheet, I think "see and Figure 1" should also be linking back to the set of equations in the first image that I attached (right below Table 6.5). Also the equation to calculate Pdyn is missing an n term since it should be getting multiplied by the number of outputs. But to answer your question, Pdyn + Pcload = 10 mW comes from:
Pdyn = Cpd *VDD^2 * f = 6 pF * (3.3V)^2 * 120 MHz = 7.84 mW
Pcload = Cload * VDD^2 * f * n = 2pF * (3.3V)^2 * 120 MHz = 2.61 mW
Pdyn + Pcload = 7.84 mW + 2.61 mW = 10.45 mW which I believe gets rounded down to 10 mW.
Note that Cpd comes from Table 6.5 (typical 6 pF at VDD = 3.3V, 4.5 pF at VDD = 2.5V) and Cload was given in the example calculation. Let me know if this helps.
