As a representative IC, this is a question about ICs such as the SN74LVC540A that can withstand an input voltage that is higher than the supply power voltage.
I understand that when the supply voltage is 3.3V and an input voltage of 5.5V is applied, the IC will be fine.
So, if there is no supply voltage before the power supply is turned on, but there is an input voltage of 5.5V (maximum), will the IC be fine?
